Civil authorities must define proper response to civil dissent.

Many critics of #OWS cite there are limitations to the Right of Free Speech. City authorities on trial for violence should be called to define the limitations of force in their locales. Also, they should advance their criteria to justify the level of force used to stop the demonstrators.
If free speech is limited, there should also be guidelines to a proper Police response.
