Adam Smith Wealth of Nations 1-11-264 Deceiving the Public

"It comes from an order of men, whose interest is never exactly the same with that of the public, who have generally an interest to deceive and even to oppress the public, and who accordingly have, upon many occasions, both deceived and oppressed it."
Smith mentions regulations 47 times in the Wealth of Nations. They range from coinage to the composition of bread. He treats each part with a broad brush writing generally.
The closer a society is to collapse the more cheating occurs.
